Water Works Bill Passes Alabama Senate

The Alabama Senate Tuesday passed a bill expanding the size of the Birmingham Water Works Board.  The legislation sponsored by Sen. Jabo Waggoner (R-Vestavia) adds members, to give representation to customers in suburban areas.  Waggoner said that all customers deserve to be represented.   That part of the bill was strongly opposed by the city of Birmingham, which currently appoints all board members.   Sen. Rodger Smitherman (D-Birmingham) claimed the bill amounted to stealing the water works from Birmingham.  The bill also limits board members' pay and length of service.   It also requires public notice for hearings concerning rate hikes.  The bill now heads to the House.
